A group that backs a constitutional amendment that could ban flag desecration has a message for Tom Daschle: The issue is very important. The Citizens Flag Alliance Inc. wants Daschle to allow a Senate vote on the amendment. Daschle, the Democratic leader of the Senate, is in a hotly contested re-election battle with Republican John Thune. That, along with the fact that if the amendment isn't approved by the end of the congressional session the Alliance's effort will have to start over, is the reason Daschle is a target. The senator has the power to allow or block a vote on the issue, said retired Army Maj. Gen. Patrick Brady. Brady, a South Dakota native, is the chairman of the board for the Alliance. The Alliance, based in Indiana, is composed of nearly 150 civic, religious, veterans and other groups. It was founded in 1994, in large part by the American Legion. In recent weeks, Daschle has said Congress has more important topics to discuss than the flag amendment. But Brady can't think of much more important than the amendment. To him, the flag isn't a symbol of the Constitution. It is a part of the Constitution. The flag "is the Constitution - the symbolic Constitution. And when you burn our flag, you're burning our Constitution," Brady said. ... He said Sen. Tim Johnson, D-S.D., and Rep. Stephanie Herseth, D-S.D., both back the flag amendment.
